A 20 lb cylinder of R-454B cost $345 in 2021 and traded at $700 to $2,000 in July and August 2025. On May 26, 2026 EPA finalised a rule (91 FR 31284, effective July 27) that lets the last R-410A houses be installed and leaves every comfort-cooling chiller on the 700 GWP limit it has had since January 1, 2025. The switch raised prices 10% at list on a residential split, 10% on a Carrier applied chiller in each of March 2024 and March 2025, and 42% on a Honeywell cylinder in April 2025. It did not make the gas a large part of a chiller: the 563 lb charge in a 500-ton Trane RTAF is 1.2% of the machine at the $6/lb wholesale HFC price Hudson Technologies reported in May 2026. The Open Factory Lead-Time Monitor carries 50 to 70 weeks for a water-cooled chiller; this is about the invoice, not the calendar: the allowance staircase, the 2025 cylinder squeeze and who priced it, six years of OEM list letters, the charge math on a 500-ton machine, what the May 2026 rule left alone, and behind the wall the purchase-order clauses and the ledger of who absorbed and who passed.

The Step-Down That Made the Market

HFC supply fell 40% on January 1, 2024 and falls another half on January 1, 2029; every price below sits on that staircase. The AIM Act caps US production and consumption of bulk HFCs at 90% of baseline for 2022 and 2023, 60% for 2024 through 2028, 30% for 2029 through 2033, then 20% and 15%. EPA issued exactly 181,522,990 MTEVe of consumption allowances for 2026 (90 FR 52391, November 20, 2025), the same figure as 2024 and 2025: flat at the 60% step for three years, thirty months before it halves.

The chart reads: 273.5 MMTEVe of consumption in 2023, 181.5 in 2024 through 2028, 90.8 from 2029, 45.4 from 2036, with production 26% above consumption because exports count. Allowances cover bulk gas, not the charge inside an imported machine, which is why equipment kept shipping while cylinders did not.

The producers priced the staircase. Chemours’ Thermal and Specialized Solutions segment reported price down 6% in Q1 2025, then up 4% in Q2, up 11% in Q3 on “stronger Opteon Refrigerant blends aftermarket pricing,” up 10% in Q4 with “opportunistic Freon refrigerant sales,” and up 11% in Q1 2026 (May 5, 2026), while Opteon volume grew 65%, 80%, 37% and 12%. Solstice Advanced Materials, spun out of Honeywell on October 30, 2025, reported refrigerant sales up 22%, 20% and 19% in the three quarters to March 2026. Hudson Technologies, the reclaimer that saw “continued low refrigerant market price” in Q1 2025, said on May 6, 2026 that HFC prices were “firming above $6 per pound”. Legacy gas is rising from a low base; the new gas is falling from a spike. The Book-to-Bill League Table does not yet carry the two producers; it should.

The Cylinder, Not the Molecule

The 2025 shortage was a shortage of 20 lb steel cylinders with left-hand A2L valves, and it priced R-454B at two to six times list for one season. In March 2025 a Virginia supply house paid $730 a jug on the spot market against $310 from its regular distributor after a six-week wait, and Chemours told ACHR News it had “lead times of approximately 10 weeks for new orders.” Honeywell had already raised R-454B 15% in February and 8% in March; on April 11 it added a 42% surcharge on every order placed on or after February 15, 2025, plus $4 per pound from April 9, with the surcharge applied to the new price, and Chemours was reported at $2.85 per pound. Contractors were “already paying upwards of $500 for a cylinder” that week. By July the reported range was $700 to $2,000 per cylinder, with one region going “from $485 to $1,050 in weeks”; all of these are single reported quotes, not a distribution, and we say so.

The chart reads: $17 a pound in 2021, $16 list against $36 spot in March 2025, $25 in April, $24 to $52 in May and June, $35 to $100 in July and August, against a legacy HFC wholesale marker above $6 in May 2026. The mechanism was industrial. Worthington told ACCA’s June 18, 2025 panel that OEMs had “probably 10x’ed them, 5x’ed them” on cylinder forecasts, one batch failed testing, Honeywell raised blending and down-packing capacity 44%, Arkema entered as a third filler in mid-May, and Worthington added two crews in Columbus and a third shift in Paducah. Watsco said in April that “everyone in the industry is currently on allocation” with R-454B at 20 to 25% of Q1 residential sales; by Q2 the A2L mix was 60% and Watsco was converting “over $1 billion of inventory” across 650 branches. HARDI declared the crisis over on October 13, 2025, prices “still elevated” but falling month over month.

Volume went the other way. AHRI’s December 2025 release puts 2025 central AC and heat pump shipments at 7.75 million, down 20.0% from 9.68 million, air conditioners down 26.2% to 4.10 million. Carrier’s read is that the industry averaged 9.7 million units a year from 2020 to 2024, a “cumulative overage” of about 3.5 million pulled forward ahead of the switch, 45% of it absorbed in 2025. Volume down a fifth while price rose 10% is the signature of a regulatory transition, not a demand cycle, and the Datacenter MEP Cost Table treats rooftops and small chillers that way.

What OEM List Prices Did

Four OEMs announced 46 list increases between January 2021 and April 2026, and the 2025 round was 6 to 10% before tariffs, on top of an A2L platform premium of about 10%. The premium was declared in advance. Carrier told analysts in October 2024 that “the base price of R-454B will be 10% higher than the base price of R-410A” and 15 to 20% over two years; Lennox said “over 10% more”; Trane guided to the “high-single-digit range” and “margin neutral.” Then the letters came: Carrier at 6% residential, 8% light commercial, 10% commercial applied from March 1, 2025, the same three numbers as March 4, 2024; Daikin, Goodman and Amana up to 8 to 10% from April 1, 2025, “not including the impact of recent tariffs”; Lennox with two increases early in Q2 2025 that lifted its price gains to 7% plus surcharges of 2 to 10% by series; Trane with increases and surcharges from February to April to offset a $250 to $275 million tariff bill “dollar-for-dollar.”

The chart reads: Trane’s largest letter was up to 18% on commercial equipment effective May 16, 2022, Lennox’s 14% commercial in August 2022 and 13% twice in late 2021, Carrier’s 12% in January and July 2022, and the 2025 and 2026 letters cluster at 5 to 10%. Seventeen of the 46 rows are ACHR News’ own reporting; 29 come from a class action filed March 20, 2026 in the Eastern District of Michigan that alleges Trane, Carrier, Daikin, Bosch, Lennox, Rheem and AAON coordinated increases from 2020. Those are allegations, the defendants deny them, and Lennox’s CEO said on its April 29, 2026 call that equipment is 30 to 40% of an installed job. We use the complaint for dates and percentages only, marked secondary in the CSV.

What reached the distributor is in Watsco’s numbers: “double-digit pricing realization primarily attributable to the A2L product transition” in Q2 2025, an 11% higher average selling price in Q4 2025 and 9% in Q1 2026. Lennox’s light-commercial segment booked “9% revenue growth from price and mix, driven by the full transition of light commercial products to the new R-454B refrigerant” in Q1 2026. That is the rooftop answer: the switch added about 10% at list, the OEMs kept it, and the 2026 letters (Lennox 5% commercial and 7% residential, Daikin 7%, Carrier 5 to 6%, Trane 5%) are copper, aluminum and steel. The Quote Check spec field for rooftops and chillers includes the refrigerant because a band that mixes R-410A and R-454B quotes is 10% wide before anything else is measured.

The Chiller Math

A 500-ton chiller holds about 1.1 lb of refrigerant per ton, and at any price the market has printed the charge is a rounding error against the machine. Trane’s Sintesis RTAF catalog lists the 500/520-ton air-cooled screw unit at 275.1 lb on circuit one and 287.8 lb on circuit two, 562.9 lb of R-134a or R-513A. At Hudson’s $6/lb that is $3,377. At the 2021 R-454B cylinder price of $17.25/lb it would be $9,710; at the March 2025 spot of $36.50/lb, $20,546; at the summer 2025 high of $100/lb, $56,290. Against a $275,000 machine, the midpoint of the $300 to $800 per ton retail cost-guide band for large chillers (a guide, not a bid tab; the Public Bid-Tab Price Book has no 500-ton chiller award yet and says so), the shares are 1.2%, 3.5%, 7.5% and 20.5%.

The chart reads: 1.2% at $6/lb, 3.5% at the 2021 cylinder price, 7.5% at March 2025 spot, 20.5% at the summer 2025 high; the RTAF does not run R-454B, and we apply those prices to its charge only to show what the spike would have meant at chiller scale. So the 10% Carrier applied increases of March 2024 and March 2025 and Trane’s 18% commercial letter of 2022 are not refrigerant; they are the platform (new compressors, leak detection, controls), copper, steel, tariffs and a backlog that let the OEM choose its price. The refrigerant exposure on a chiller sits in the field: the trim charge at commissioning, top-ups over 20 years, and the reclaim market in 2029. Carrier’s own number is that R-513A costs 2 to 3% of IPLV against R-134a, which over a chiller’s life is worth more than the charge.

The May 26, 2026 rule did not touch this class. It removed the installation deadline for residential and light commercial systems built or imported before January 1, 2025, raised supermarket and remote condensing unit limits to 1,400 GWP until January 1, 2032, and moved the 2026 and 2028 dates to January 1, 2030 for industrial process chillers only where they serve semiconductor manufacturing with a charge of 100 lb or less. Comfort-cooling chillers stayed at 700 GWP, so a new machine runs R-513A (A1, near drop-in), R-1234ze or R-454B (A2L, machinery-room ventilation and detection), or R-1233zd and R-514A (A1, low pressure, centrifugals), and JCI’s chiller director put the retrofit rule bluntly: “safety standards do not permit retrofitting from a Group A1 refrigerant to an A2L refrigerant.” AHRI’s president said the rule “works against basic supply and demand” and legacy refrigerant prices “are likely to rise”; HARDI put the added cost from the commercial-refrigeration extensions near $8 billion. The Cooling Roadmap tracks which chiller platform ships on which refrigerant, and the OEM Disclosure Scorecard counts a published charge table in pounds per circuit as disclosure; Trane’s RTAF catalog passes.

What to Do Monday

Price the gas separately from the machine. On a rooftop or small chiller quote, ask for the A2L platform premium as its own line and check it against the Quote Check band; the OEMs told analysts 10%, and a quote that cannot show where the 10% went is carrying a tariff or metal surcharge inside it, which the Tariff Exposure Calculator prices by HTS code. On a chiller, write the refrigerant, the GWP, the factory charge in pounds and the field trim charge into the purchase order, priced at delivery, because the Lead-Time Monitor shows 40 to 60 weeks on an air-cooled machine and 50 to 70 on a water-cooled one. If the machine is A2L, put machinery-room ventilation and leak detection in the mechanical contractor’s scope in the same RFQ as the chiller, not a change order at commissioning, under the same 0.5% a week liquidated damages clause. On a hyperscale hall, buy the chiller owner-furnished as OFCI vs Design-Build lays out, with the trim-charge cylinders on the OEM’s order, not the installer’s truck. Budget the 2029 step from Hudson’s $6/lb floor; the charge-cost row in the Datacenter MEP Cost Table is chart 4 per ton at that price.
